NOM-017-STPS-2024: personal protective equipment in Mexico

NOM-017-STPS-2024 establishes Mexico’s minimum requirements for selecting, using and managing personal protective equipment. It has been in force since 28 September 2025 and superseded the 2008 version. Issuing equipment is only one part of the preventive process.

In brief

NOM-017-STPS-2024 connects personal protective equipment with specific risks, individual fit, training and maintenance. It replaces the 2008 version. Compliance requires checking protection and effective use, as well as recording issue, inspections and replacement according to equipment characteristics.

Which version to use

The Ministry of Economy’s catalogue confirms that NOM-017-STPS-2024 is in force and NOM-017-STPS-2008 has been cancelled. Its identifier contains 2024, although publication and entry into force took place in 2025.

Review this identifier in legal registers, purchasing and procedures. An old document may still provide technical information, but is insufficient to demonstrate current compliance. The standard applies to Mexican workplaces where activities require personal protective equipment, referred to as EPP in its Spanish text.

Select according to the actual risk

Selection starts with identifying risks by job and area. The standard positions PPE as an interim measure, a supplement to other measures or protection against certain failures. It does not authorise replacement of controls acting at the hazard’s source without analysis.

In practice, connect the task, agent, exposed body part and required performance. Buying by photograph, colour or price can result in apparently similar equipment offering different protection. Retain the technical rationale connecting the need with the selected model.

Check fit and compatibility

The NOM requires consideration of size, individual characteristics and compatibility with the work and other items used. It also regulates verification of applicable equipment certifications and technical information.

Test the complete combination under representative conditions. One protector may interfere with another, hinder communication or fit incorrectly. Gather usability problems before a general purchase. If equipment is unsuitable, review selection and the task; do not interpret every difficulty as unwillingness on the user’s part.

Train people to use equipment and recognise limitations

The required training includes theory and practice, before new personnel begin activities and with refresher training as provided by the standard. It must explain use, inspection, limitations and care.

A useful demonstration enables the person to put on the equipment, check its condition and recognise when to stop using it. An attendance signature does not by itself demonstrate that ability. Include realistic removal, storage and defect-reporting scenarios, with instructions understandable to those who must apply them.

Manage maintenance, replacement and evidence

The Federal Regulations connect PPE with risk identification, instructions, training and records. Management must continue throughout the equipment’s life, rather than end at issue.

Define who inspects it, where it is stored, how replacement is requested and what prevents withdrawn items being reused. Distinguish disposable equipment from items requiring maintenance and apply the corresponding NOM records. Do not transfer contamination into the home through protective clothing requiring controlled treatment. Also check availability for visitors and emergencies where appropriate.

Hypothetical example: two incompatible protectors

A workplace purchases eye and hearing protection for a task. Testing reveals that using them together interferes with fit. It stops selecting that combination and reviews alternatives providing the necessary performance.

After checking compatibility, it trains staff and establishes inspection and replacement arrangements. The file retains the selection rationale and test performed. Issuing two certified products would not have been sufficient to demonstrate that the combination provided proper protection.
